Friends of Ulu Muda (FoUM) has sent a letter to the Menteri Besar of Kedah, Penang Chief Minister and the Prime Minister of Malaysia today, to address the friction between the state governments of Kedah and Penang on the rights to the raw water from Muda River for the water supply for people in both states. In brief, FoUM proposed four key steps for both state governments to move forward and they include:
- Appoint an independent, competent, trusted and neutral mediator to facilitate the discussion between the two state governments;
- Consult experts on water-based Payment for Ecosystem Services (PES) on how to set up a PES Scheme for the Muda River water catchment area;
- Discuss and come to a mutual agreement on the PES scheme; and
- Establish an Ulu Muda conservation trust fund to manage funds received for the protection of the Greater Ulu Muda forest
